Supervisor Sheila M. Meegan called the meeting to order at 2:00 P.M. with 30 seconds of silent prayer for the Vogel family followed by the Pledge of Allegiance to the Flag led by Senior Recreation Therapist of Senior Services Mary Josefiak.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Phyllis Marino and Ethel Mahack.

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to appoint Joseph P. Reidy Jr. as Police Officer effective August 5, 2013 at an annual salary of $45,470.38 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Maloney as Police Officers effective August 5, 2013 at the training rate of $21.63/HR and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

5. Chief Denz re Status change for part-time Public Safety Dispatchers to seasonal

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to change the status of part-time Public Safety Dispatchers David Pangallo and Matthew Leitzel to part-time seasonal effective August 1 - 31, 2013 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

6. Director of Recreation re Termination of inactive employees

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to terminate Patrick Braunscheidel, Leanna Pulinski, Kathleen Janicki & Abigail Farr as Recreation Attendants effective June 17, 2013 and further terminate the attached list of Recreation Attendants, Life Guards and Bus Drivers effective July 29, 2013 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

8. Director of Recreation re Budget amendment request

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to increase revenue account #001.0001.2705 (gifts & donations) and increase expense account #001.7140.0230 (sports recreation equipment) in the amount of $500, noting that the source of funding for this request is grant money awarded to the Recreation Department from the Junior Tennis Foundation.

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve the vouchers submitted for audit, chargeable to the respective funds as follows:

ISSUES OF THE PUBLIC
OVER GROWN GRASS AROUND ELECTRIC POWER LINES ON RIDGE ROAD
Karen Lucachik referred to the appearance of Ridge Road from the New York State Thruway to Orchard Park Road and questioned if the power company is required to maintain the overgrown grass and weeds around their lines.
Code Enforcement Officer John Gullo responded that because of the area it can grow up to 36” high. He will contact the power company and request the first 50’ be cut.
PROPERTY VIOLATIONS
Karen Lucachik referred to a property on Orchard Park Road housing an overgrown shed and a house on Union Road that has a large red trailer parked in the front yard.
Code Enforcement Officer John Gullo suggested Mrs. Lucachik give him the addresses after the meeting.

ISSUES OF THE PUBLIC
BUSINESS DEVELOPMENT FOR CITY LINE
Linda Toy referred to an auto repair shop near the city line that may go out of business due to high taxes and the lack of business development in that area. She questioned if anything can be done to encourage future development for the city line.
Supervisor Meegan responded that discussions have taken place with a prospective developer, but she is unable to comment at this time. Supervisor Meegan also commented on the proposed feasibility study for the former Seneca Mall site and stated they have been aggressively working with the property owner for the past four years.
RAT PROBLEM ON CAMPUS DRIVE
Penny Jacobs commented on a rat problem on Campus Drive and expressed her concern that rats are being attracted when neighbors feed the birds.
Supervisor Meegan encouraged Mrs. Jacobs to contact Code Enforcement Officer John Gullo concerning the birds being fed. She further stated the town is pursuing the purchase of garbage and recycling totes.
Councilman Rusinski stated the public will be educated and information provided when the totes are distributed to help reduce problems and minimize the risk of rats.
BATHROOMS AT SENIOR CENTER
Johanna Guenther referred to the last Town Board meeting and questioned the cost of $130,000 to replace two toilets in the ladies bathroom at the Senior Citizens Center, noting that she received an estimate of $1,130 for toilet replacement.
Supervisor Meegan responded the quote received was for total rehab of the bathroom.
Highway Supt. Matthew English stated that he investigated the complaint at the senior citizen center. He asked a number of women if they had a problem with the ladies room and no one did. A higher seat was purchased to put on one of the toilets and all the toilets were checked by a plumber and are up to code.
Mrs. Guenther stated that people are afraid to speak up. She further commented that the horizontal bar is useless and there is a need for higher toilets.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
PAPER STREET ON INDIAN CHURCH ROAD
Town Attorney Shawn Martin stated the owner of the old Hidden Hollow property on Indian Church Road is seeking the rights to a paper street on the property, solely for the use of additional parking. He has been before the Planning Board and is aware of the inability to build in this area due to various easements. All involved utilities have no objection to transfer of this property and a Town Board resolution authorizing the transfer is all that is necessary.
Motion by Councilman Rusinski, seconded by Supervisor Meegan, to authorize transfer of property contained within the paper street Aurora Avenue on property located at 444 Indian Church Road to Jason Schneckenberger subject to any utility or other easements and subject to approval by the Town Attorney.

POLICE OFFICERS RECOGONIZED
Code Enforcement Officer John Gullo stated he is also the Chief of Vigilant Fire Company and he recognized and thanked Officers Robert Deppeler, James Gibbons, Don Driscoll and Dave Szymania for their work and assistance in reviving an individual at a recent call and presented them with certificates of appreciation on behalf of the New York State Association of Fire Chiefs.
