Supervisor Sheila M. Meegan called the meeting to order at 2:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance to the Flag led by Asst. Chief Daniel Denz.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Helen Itzenplitz.
Supervisor Meegan read a proclamation recognizing May 5 – 11, 2013 as Municipal Clerks Week.
10-A MINUTES TO BE APPROVED
· Motion by Supervisor Meegan, seconded by Councilman Hart, to approve Minutes #2013-09 of April 15, 2013.

· Motion by Supervisor Meegan, seconded by Councilman Hart, to approve minutes from the April 16, 2013, bid opening for one (1) 2013 bucket/aerial truck.

1. Supervisor Meegan re Appointment of Daniel M. Denz as Interim Police Chief

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Daniel M. Denz as Assistant Police Chief and appoint Daniel M. Denz as Interim Police Chief effective April 28, 2013 at 12:01 A.M. at an annual salary of $115,988 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

On the question, the board members offered their congratulations and best wishes to Officer Denz.
Assistant Chief Denz thanked the Town Board for their confidence and support and stated he looked forward to serving the residents of West Seneca as Interim Police Chief.

2. Chief Gehen re Status change for part-time Public Safety Dispatcher Josh Scanlon

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to change the status of part-time Public Safety Dispatcher Josh Scanlon to part-time seasonal effective May 1 - 31, 2013 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

3. Highway Supt. re Bid award for bucket/aerial truck

Motion by Supervisor Meegan, seconded by Councilman
Rusinski, to award the bid for one (1) 2013 bucket/aerial truck for the Electrical Department to Mobile Lifts, Inc., 3476 Germantown Pike, Collegeville, PA at their low bid of $105,326 with funds from line item #001.3410.0202.

4. Highway Supt. re Appointment of R. Schultz as part-time seasonal laborer

Motion by Supervisor Meegan, seconded by Councilman
Hart, to appoint Robert Schultz as part-time seasonal laborer in the Highway Department effective May 13 – August 30, 2013 at a rate of $10 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

5. Town Clerk re Purchase requiring Town Board approval

Motion by Supervisor Meegan, seconded by Councilman
Rusinski, to authorize payment of $9,892 to Biel’s Document Management for digital conversion of Town Board, Planning Board and Zoning Board minutes from 1988 through present, importing documents into ApplicationXtender software and staff training as specified in the 2012-2013 Local Records Management Improvement Fund Grant awarded to the Town of West Seneca, line item #01.1410.0442.333.

7. Finance Director re Budgetary transfer request

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve a budgetary transfer request of $500 from Contingency Acct. #1.1990.0480 to Gas Acct. #1.3620.0422 to establish a gas utility line item for the Senior Center to pay National Fuel bills when an alternative gas line is utilized.

10-C APPROVAL OF WARRANT
Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve the vouchers submitted for audit, chargeable to the respective funds as follows:
General Fund - $229,283.20; Highway Fund - $39,917.39; Special Districts - $12,534.10; (voucher #’s 78137-78316); Trust & Agency Fund - $39,273.08 (voucher #’s 78286-78310); Capital Fund - $35,789.39 (voucher #’s 78038-78195)

ISSUES OF THE PUBLIC
GARBAGE TOTES
Maryellen Telaak commented that the proposed 95 gallon garbage totes are too big and she along with other residents do not want them.
Supervisor Meegan stated the town has moved forward with a request for proposals (rfp) and will hold a public hearing to discuss all options once the bids are opened on May 31st.
SOCCER PARK ISSUES
Frank Russo questioned the upcoming lease renewal with the Gossel family for one of the fields at the soccer complex stating the soccer association should pay the $2,500 cost since it is not part of the town’s soccer park.
Supervisor Meegan responded the soccer association pays fees to the town for use of the soccer complex. It has been at the town’s discretion to lease the property from the Gossel family and it will be discussed as they go forward.
Councilman Hart was not familiar with the lease for this property but stated he will get more information.

SOCCER PARK ISSUES (continued)
Mr. Russo stated he had met with Recreation Director Craig Kroll to discuss the constant every day use of the soccer park and how the noise affects the neighborhood, especially on weekends. He requested the men’s league play no later than 3 P.M. vs. the current games that are scheduled for 6 P.M.
Mr. Kroll responded that the men’s league schedule was already set so it is difficult to change the time games are being played. He thought the noise issues would be alleviated now that games are being played on the far side of the field and not near the berm.

Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to Executive Session at 2:17 P.M. to discuss personnel, litigation and real estate matters.
