Supervisor Sheila M. Meegan called the meeting to order at 2:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Town Attorney Shawn Martin.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

1. Supervisor Meegan re Delegates at Association of Towns conference

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to designate Supervisor Sheila M Meegan as voting delegate at the annual business session of the Association of Towns of the State of New York conference with Councilman Eugene P Hart as alternate delegate.

2. Finance Director re Budgetary transfer request

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve a budgetary transfer request of $7641 from Medicare Acct. #03.8100.0808 to Social Security Acct. #01.8100.0802 for the Finance Department.

3. Town Justices re Budgetary transfer request

Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve a budgetary transfer request of $15 from Membership Dues Acct. #1.1110.0406 to Training Acct. #1.1110.0414 and $134 from Membership Dues Acct. #1.1110.0406 to Equipment Acct. #1.1110.0200 for the Town Justices.

3-B APPROVAL OF WARRANT
Motion by Supervisor Meegan, seconded by Councilman Rusinski, to approve the vouchers submitted for audit, chargeable to the respective funds as follows:
General Fund - $528,238.92; Highway Fund - $94,081.47; Special Districts - $15,948.94 (voucher #’s 76079 - 76769); Trust & Agency Fund - $58,154.94 (voucher #’s 76700-76755); Capital Fund - $208,767.35 (voucher #’s 76631-76639)

Finance Director Laura Landers stated that preliminary reports for 2012 have been generated. Most accruals are in for the General Fund, but they still have the February 4th warrant which will have 2012 expenditures. Looking at actual revenues to actual expenditures, unreserved, it appears there will be a $735,000 surplus. This is partially related to the $265,000 from the DEC that was unanticipated revenue, sales tax of $283,000 that was over budget, and also $450,000 that was budgeted for the Town Hall expansion that didn’t occur (some funds were expended and some will be encumbered). The $450,000 was not re-budgeted in the 2013 budget. Ms. Landers stated that 2012 expenditures are still coming in for the Highway Fund. Right now it is at a $26,000 deficit, but they had budgeted for a $200,000 deficit so it is under that amount.
