Supervisor Wallace C. Piotrowski called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to adopt and authorize the Supervisor to sign the attached resolution and State Environmental Quality Review (SEQR) form allowing Aviation Consultants to apply for a grant from the Federal Aviation Administration and the New York State Department of Transportation to pay 95 percent of the allowable costs to design and construct inadvertent entry fence improvements at Buffalo Airfield, noting that adoption of this resolution in no way binds the Town Board, Planning Board and/or Zoning Board of Appeals of the Town of West Seneca to any approvals, permits and/or licenses that may be required by the applicant for future projects or work related to Buffalo Airfield.

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to terminate Joel Polino as part-time laborer in the Sanitation Department and appoint Joel Polino as full-time laborer in the Sanitation Department at a rate of $15.38 per hour effective November 28, 2011 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to terminate Jason Terry as laborer in the Sanitation Department and appoint Jason Terry as Sanitation Motor Equipment Operator at a rate of $19.59 per hour effective November 28, 2011 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve the request of Queen of Heaven Church for placement of an electronic message board at 4220 Seneca Street pursuant to Section 120-44.4G with a 30-second message duration and conforming to the town’s Sign Ordinance..

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to refer to the Planning Board the request of Edbauer Construction Company for a rezoning from R-100A to C-2 for 2735 Clinton Street for a warehouse for storage of construction related equipment.

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, pursuant to Section 100A-3 of the Snow Plow Ordinance, to adopt the following fee schedule effective December 1, 2011 until modified further by Town Board resolution:
Snow plow permit fee - $25 per vehicle

ISSUES OF THE PUBLIC
ADOPTION OF PARKING REGULATIONS
Linda Toy, 97 Burch Avenue, questioned if the parking regulations on Burch Avenue, Grace, and Duerstein were approved at this meeting.
Town Attorney Shawn Martin advised that these parking regulations were approved as part of Local Law No. 2011-6. The signs have been ordered and should be posted soon.
CONTROL OF DEER IN TOWN
Mike Pankow, Union Road, commented on the number of deer in town and stated that recently one came through his breezeway door. He questioned if the town would be taking any steps to reduce the number of deer.
Supervisor Piotrowski stated that the deer have been a problem in town and they are continuing to look at this issue.
