Supervisor Wallace C. Piotrowski called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Supervisor Piotrowski read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

· Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve Minutes #2011-16 of October 17, 2011.

· Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve minutes from the 2012 Special Districts & Preliminary Budget meetings of October 19 & 27, 2011.

· Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve minutes from the November 4, 2011 bid opening for security cameras.

2. Town Engineer re Utility work agreement with NYSDOT

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve the agreement between the Town of West Seneca and New York State Department of Transportation (NYSDOT) regarding utility work on state highways and authorize the Supervisor to sign the necessary documents.

3. Chief Gehen re Attendance of Detectives Andolina & Bebak at Fire/Arson Investigation seminar

Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to authorize Detectives Robert Andolina and Robert Bebak to attend the Fire/Arson Investigation training seminar November 2 – 4, 2011 at the New York State Office of Fire Prevention & Control, Academy of Fire Science in Montour Falls, New York, at a total cost not to exceed $710.

ISSUES OF THE PUBLIC
CLARIFICATION ON AGENDA ITEMS
Amy Carpenter, Woodward Crescent, questioned why the Town Board tabled Item #7 concerning the electronic message board at Sunoco on Seneca Street.
Supervisor Piotrowski advised that Item #7 was tabled because Code Enforcement Officer John Gullo is still in the process of devising a policy for the town with regard to electronic signs.

Mrs. Carpenter further requested clarification on Item #8.
Supervisor Piotrowski stated that the Burchfield Nature & Art Center submitted an annual report of their operation and activities over the past year. The report was submitted to Director of Recreation, Youth & Senior Services Mary Josefiak and she forwarded it to the Town Board for acceptance.
STATUS OF AMERICORPS DEBT
Amy Carpenter, Woodward Crescent, questioned the status of the AmeriCorps payments.
Comptroller Robert Bielecki responded that a payment of $8000 was received this date.
REMOVAL OF POLITICAL SIGN
Amy Carpenter, Woodward Crescent, commented on a political sign for Presidential candidate Ron Paul that has been hanging near Orchard Park Road and Ridge Road for two years. She asked that the sign be removed to help improve the appearance of the town.
Highway Supt. Matthew English stated he will have one of his crews remove the sign.
