Supervisor Wallace C. Piotrowski called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Absent - None
Supervisor Piotrowski read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
BENEFIT BASIS BUDGET
Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to remove the 2012 Benefit Basis Budget from the table.
Ayes: All Noes: None Motion Carried
Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to adopt the 2012 Benefit Basis Budget as proposed.

PRELIMINARY BUDGET - GENERAL & HIGHWAY FUND
Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to remove the 2012 Preliminary Budget from the table.
Ayes: All Noes: None Motion Carried
Motion by Supervisor Piotrowski, seconded by Councilwoman Meegan, to approve the proposed 2012 Ad Valorem Budget including the General & Highway Funds as previously filed with the following amendments:
· Decrease line item #1.1315.0100 Salary of Comptroller under Comptroller to $25,750
· Decrease line item #1.1315.0101 Salary of Deputy Comptroller under Comptroller to $65,000
· Increase line item #1.1410.0135 Salary of Clerk-Steno under Town Clerk to $35,000
Councilwoman Meegan questioned the amount of $35,000 in the event the position is taken by someone within the Town.

Supervisor Piotrowski stated that Mr. Drescher indicated it should be $35,000.
Councilwoman Meegan explained that if someone within the Town expresses an interest in the position, that person’s salary will go in that line and then the amount listed in the line will be used for the replacement salary.
· Increase line item #1.1420.0139 Salary of Clerk under Town Attorney to $12,000
Councilwoman Meegan explained that line item was increased because for half of the year there was an intern and now there is a part-time clerk who has taken on the responsibility of Alternative Sentencing for the Courts.
· Increase line item #1.4020.0101 Salary of Sub-registrar under Vital Statistics to $1661
Councilwoman Meegan explained that this amount was restored because the town retains all the revenues collected and the Town Board sets a stipend, rather than allow the individual in that position to keep all the fees.
Councilwoman Meegan stated she spoke with Assessor Kandace Wittmeyer regarding the part-time position and it was requested that the $8,000 be returned under Line Item 1.1355.0139. The employee currently holding that position was ill for over a month reflecting the lower wages, but has now returned to work. Councilwoman Meegan further stated that in August the Board had a conversation relative to the out-of-title pay for Deputy Town Comptroller at which time a $65,000 salary was agreed upon. She was disappointed to see a 7 percent raise now given for the position and noted it was the responsible action to take to bring the amount back down to $65,000. That person was removed from the white collar union and appointed to the position, but to give a 7 percent increase in salary was not the responsible thing to do. The town has currently filed a claim under the insurance carrier to recover the damages incurred from paying out-of-title pay for two years without Town Board approval. Councilwoman Meegan referred to the decrease in postage under Town Clerk and questioned Town Clerk Patricia DePasquale if that was sufficient.
Town Clerk Patricia DePasquale stated it was sufficient.
Councilwoman Meegan referred to the 3 percent raise given to Peer Counselors under Line Item 1.7313.0100, noting they are not part of the White Collar contract and therefore not entitled to a raise. She also mentioned that this Board should hold a work session and public forum with the School Board to discuss Peer Counseling and directed the Town Attorney to coordinate the scheduling of that matter with the School Board administrators.
Councilwoman Meegan referred to Line Item 1.8090.0200 under Environmental Committee and questioned what monies are currently left in that line item.

Mr. Drescher stated $341 was spent through June and $2659 is left in the account.
Councilman Meegan requested that amount be encumbered, not to exceed the $3,000. There are several projects planned for which purchases will be necessary, as well as a few committee commitments.
