Supervisor Sheila M. Meegan called the meeting to order at 3:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Town Clerk Jacqueline Felser.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to schedule a public hearing on Thursday, September 7, 2017 at 3 P.M. to hear all persons interested in Local law No. 5 – Absentee Landlord & Criminal Activity, noting the purpose of this law is to implement a registration requirement for the owners of residential non-owner occupied rental properties in order to curb criminal activity and the law will provide the town the ability to commence summary eviction proceedings against tenants engaged in criminal activity.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize transfer of $17,863.53 from line 001.3120.0164 – Community Policing Programs and re-appropriate the funds in the following manner:

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve the Enchanted Path event on October 27, 2017 and Breakfast with Santa on December 10, 2017, noting the event dates are subject to change or cancellation depending on facility usage, weather, staffing levels and various other factors.

8. Recreation Supervisor re Reappointment of Michael Talluto as part-time Recreation Supervisor |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to reappoint Michael Talluto as part-time Recreation Supervisor at a rate of $13.50 per hour effective September 24, 2017 – May 1, 2018 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting this position will be paid from Other Employees part-time Acct. #01.7140.0149.

9. Recreation Supervisor re ECIC Meet |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $218,259.42; Highway Fund - $38,004.15; Special Districts - $6,224.70; Capital Fund - $210,282.28 (vouchers 100431 - 101370) Trust - $252,315.97 (vouchers 101401- 101418)

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
COMMUNITY CENTER LIBRAY PROJECT
Town Engineer Steven Tanner stated water to Town Hall and the library will be turned off Friday, September 8th & Saturday, September 9th due to the library/community center construction. The shut off will begin after 5:00 P.M. on Friday and will last all day Saturday. The library should be closed that Saturday and the ice rink facility will not be affected. Captain Baker will relay this information to Police Department.
SEWER VAC TRUCK
Town Engineer Steven Tanner stated the Engineering Department is getting quotes and will piggyback with Onondaga County on a new jetter truck for the Sewer Department. Mr. Tanner further stated grant funding is progressing well and Elma may be interested in purchasing the old truck.
CODE ENFORCEMENT UPDATES
Senior Code Enforcement Officer John Gullo gave the following updates for his department:

Sidewalk project is underway and running successfully
·
Sign ordinance clarification is in progress with businesses
·
Working on cleaning up junkyards within the town
RECREATION DEPARTMENT UPDATES
Recreation Supervisor Lauren Masset announced the following updates & events for the Recreation Department:

Open interviews for ice rink guards on Wednesday, August 30, 2017, 2 – 4 P.M. at Mill Road; information is on the website and the department’s social media accounts
·
Kids Day at West Seneca Farmers Market on Thursday, August 24th; scavenger hunt, face painting, lawn games & more
·
Movie in the Park will be held at dusk on August 25, 2017 (Moana) and September 1, 2017 (Sing)
·
Closing day for Veterans Park Pool is Friday, August 25, 2017; no admission fee with valid Resident I.D. card; wading pool closes August 27, 2017

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
PAVING IN HERITAGE FARM SUBDIVISION
Highway Supt. Matthew English stated his department began milling & paving Heritage Farms subdivision streets today and the project will continue for approximately three weeks.
LOCAL LAW NO. 5
Councilman Hanley explained Local Law No. 5 which is similar to what is being done in Buffalo and Cheektowaga. The law is geared toward absentee landlords who have criminal activity in their house and do not have the means or ways to eliminate their tenants. Landlords become registered with the town and this gives the town the strength to evict the tenants from the premises.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 3:25 P.M. to discuss a litigation matter.
