Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Amy Kobler.

Absent - None
Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Leonard Norelli, Peter I. Certo, Kelly Africano, Michael McGuire and NYS Trooper Joel Davis.

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve Minutes #2017-12 of June 26, 2017.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Samantha Gawronski, Jacob Kobler and Emily Baker to the West Seneca Youth Board effective immediately.

3. Town Engineer re Mechanical System Controls at West Seneca Community Center & Library

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the Supervisor to sign the necessary documents to enter into a contract with U & S Services in the amount of $110,695.08 for the mechanical systems controls hookup and programming at the West Seneca Community Center & Library.

4. Highway Sup’t. re Termination of Cody Schmidt as part-time seasonal laborer |

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Cody Schmidt as part-time seasonal laborer in the Highway Department effective May 29, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Nathaniel Stupak as part-time seasonal laborer in Buildings & Grounds effective June 28, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

6. Chief Denz re Retirement of Detective Kenneth Morano |

Motion by Supervisor Meegan, seconded by Councilman Hart, to accept the retirement of Detective Kenneth Morano effective July 28, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting Detective Morano has served the Town of West Seneca for the past 30 years and will be missed.
On the question, Chief Denz noted Detective Morano was one of the original D.A.R.E Officers and also initiated the school resource officer program.

7. Chief Denz re Appointment of James Kocieniewski as Detective |

Motion by Supervisor Meegan, seconded by Councilman Hart, to appoint Officer James Kocieniewski to the rank of Detective effective July 11, 2017 at an annual salary of $87,930.24 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

8. Chief Denz re Leave of absence for Christopher Bednasz |
|
Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve a leave of absence for Christopher Bednasz from his position of Police Officer from July 16, 2017 – July 15, 2018 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, Chief Denz stated Officer Bednasz will be entering the NYS Trooper Academy.

9. Chief Denz re Resignation of Maria Ferucci part-time public safety dispatcher |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to accept the resignation of Maria Ferucci as part-time public safety dispatcher effective July 10, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

Jacqueline A Felser, Town Clerk’s report for June 2017 received and filed.
13-F APPROVAL OF WARRANT
Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $202,674.76; Highway Fund - $165,327.91; Special Districts - $59,765.35; Capital Fund - $30,949.65(vouchers 100282 - 100657) Trust - $290,485.20 (vouchers 100267 - 100731)

ISSUES OF THE PUBLIC
TRAFFIC SIGNALS
Andrew Ciepiela questioned if the number of traffic signals in town could be reduced or suggested they be changed to blinking yellow after 9 P.M. in order to help the flow of traffic and promote a cleaner environment. Supervisor Meegan stated she will share these ideas with NYSDOT, the county and the town’s Traffic Committee.
SOUND BARRIERS
Linda Toy questioned if the sound barriers project will include Klas Avenue and the area off Indian Church Road and Supervisor Meegan responded these areas will be included.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
RECREATION UPDATES
Recreation Supervisor Lauren Masset stated all summer programs are up and running well. She welcomed the new Youth Board members and stated she looks forward to working with them to create positive youth development opportunities.
