Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Town Clerk Jacqueline Felser.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
Supervisor Meegan read a proclamation designating the week of May 7 – 13, 2017 as Municipal Clerks Week in the Town of West Seneca and extended appreciation to Town Clerk Jacqueline Felser.
The meeting was dedicated to the memory of Louise Incardona, Dora Kensinger, Carmella Schroeder, Edith Vester and Jim Wangler Jr.

2. Town Attorney re Agreement with Erie County for senior center computers |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the Supervisor to execute the necessary documents to enter into an agreement with Erie County for funding of computers for the West Seneca Senior Center, noting pursuant to the agreement the county will pay the town $2,000 to purchase new computers and a printer for the computer lab located at the senior center. 3. Town Attorney re Memorandum of understanding-Local Emergency Management Mutual Aid |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the Supervisor to execute the necessary documents to enter into a Memorandum of Understanding with Erie County for Local Emergency Management Mutual Aid Assistance, noting the town’s Disaster Coordinator, Emergency Services Coordinator, Emergency Manager and office staff elect to participate in the Local Management Mutual Aid Assistance Memorandum of Understanding and the mentioned parties shall comply with the provisions of this MOU. Motion by Supervisor Meegan seconded by Councilman Hanley, to approve the following personnel changes: |
· appoint the individuals on the attached list as part-time Recreation Attendants and part-time Lifeguards at the corresponding rates of pay and corresponding start dates
· change the status of the individuals on the attached list from part-time to part-time seasonal effective June 1 – September 15, 2017
· Change the status of part-time Recreation Attendant Caitlyn Demma to part-time seasonal effective June 1 – September 15, 2017 at a rate of $14 per hour
noting Recreation Attendants will be paid from Salary of Other Employees-Part-time Account #1.7140.0149 and Lifeguards will be paid from Salary of Laborers-Part-time Account #1.7180.0149 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

21. Councilman Hanley re Electric & Natural Gas Supply Agreement |

Motion by Councilman Hanley, seconded by Supervisor Meegan, to authorize the Supervisor to execute an agreement with Direct Energy Business, LLC to deliver electricity to the town at a rate of 4.680 cents per kWh for the next 36 months, noting the rates are less than what the town currently pays and the final form of this agreement is subject to approval by the Town Attorney; |
and further, authorize the Supervisor to execute an agreement with National Fuel Resources to deliver natural gas to the town at a rate of 3.804 dollars per Dth for the next 36 months, nothing the rates are less than what the town currently pays and the final form of this agreement is subject to approval by the Town Attorney.
On the question, Councilman Hanley stated the projected electric savings to the town over a three year period will be $51,900 and natural gas savings over a three year period will be $42,000.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $244,490.98; Highway Fund - $120,460.31; Special Districts - $17,768.23; Capital Fund - $54,643.29 (vouchers 98790 - 99776) Trust - $291,978.70 (vouchers 99700 - 99735)

ISSUES OF THE PUBLIC
PROPERTY MAINTENANCE
Beverly Leising questioned at what point the town notifies a property owner on the length of their grass and Code Enforcement Officer John Gullo responded a letter is sent if grass reaches 10 inches high.
EAST & WEST ROAD RECONSTRUCTION
Beverly Leising questioned the status of East & West Road reconstruction and if a start date is scheduled.
Councilman Hanley stated the county used funds allocated for the project to reconstruct Goodrich Road in Clarence, which is in worse shape than East & West Road. East & West Road will be completely repaved in 2018.
Mrs. Leising further stated one corner of East & West Road and Mill Road has a lot of standing water and suggested putting something there to warn people.
UNPAID PROPERTY TAXES
Beverly Leising questioned the percentage of property taxes that remain unpaid. Town Clerk Jacqueline Felser responded approximately 700 out of more than 19,000 parcels received unpaid reminders.
ETHICS COMMITTEE
Beverly Leising questioned the status of the Ethics Committee. Supervisor Meegan responded the committee heard two cases and will meet again if another case is presented. Town Attorney John Fenz stated there is nothing in Town Code that addresses the daily dealings and operations of the Ethics Committee.

ISSUES OF THE PUBLIC
BURCHFIELD NATURE & ART CENTER
Beverly Leising questioned the status of the Burchfield Nature and Art Center. Town Attorney John Fenz stated he is still working with the architectural engineer. Supervisor Meegan stated the town did not budget funds this year to fix the problems that arose, but public safety is a priority and the building has been secured.
RESERVE ROAD & ORCHARD PARK ROAD SITE PLAN ISSUE
Karen Lucachik referred to the storage facility at the corner of Reserve Road and Orchard Park Road and questioned if the site plan will be enforced, noting the plan showed trees and bushes. Code Enforcement Officer John Gullo stated he will look into this.
CONDITION OF ORCHARD PARK ROAD
Karen Lucachik commented on the condition of Orchard Park Road and the need for widening and asked the town to intervene with NYSDOT.
WEST SENECA INDUSTRIAL PARK
Karen Lucachik referred to Sterling Park in Orchard Park that has four parcels shovel ready and questioned the status of West Seneca Industrial Park. She further suggested signage advertising the park.
Supervisor Meegan stated the park is ready and has had several new businesses locate there.
Town Attorney John Fenz stated the town cannot sell real estate, but the town does work with the Chamber of Commerce on marketing the industrial park.

WNY ARMED FORCES WEEK
Supervisor Sheila Meegan stated May 7 – 13, 2017 is dedicated to honoring the men and woman of WNY who currently serve the United States in the five branches of the military and she thanked our servicemen, veterans and their families.
EMERGENCY SITUATION AT MILL ROAD
Supervisor Meegan read a letter from a West Seneca school district employee commending Recreation Supervisor Lauren Masset and staff members Emily Baker and Caitlyn Demma for their quick actions and first-aid care in an emergency situation at the Mill Road location.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
RALLY FOR POLICE
Supervisor Meegan asked that everyone keep in their prayers Officer Joseph Acquino of the Buffalo Police Department who was shot last night in the line of duty. She further announced a rally for the police will be held at the Rusty Buffalo on June 16th.
RECREATION DEPARTMENT UPDATES
Recreation Supervisor Lauren Masset announced the following updates and activities in the Recreation Department:
· Last session of open interviews for summer 2017 positions will be held next Monday, May 15th from 2:00 PM – 4:00 PM at the Mill Road office; open interview times and job postings can be found on the open job tab, community calendar and Recreation tab located on the town’s website, as well as on Facebook and Twitter
· Applications are still being accepted to fill volunteer positions on the West Seneca Youth Board; resumes may be submitted to the Recreation Office
· Summer program registration is currently taking place; limited spots are available in Summer Day Camp
· Adult softball captains meeting this Wednesday evening; visit town website for more information
POLICE RECOGNITION WEEK
Chief Denz stated the week of May 14th – 20th is Police Recognition Week and all fallen officers in the United States in 2016 will have their names placed on a memorial wall in Washington DC.
POTTERS ROAD
Councilman Hanley stated he attended a NYSDOT meeting and there is a proposal to change Potters Road to two lanes with a turning lane from Slade Avenue to Tudor Blvd.
BUFFALO CREEK TREATY COMMEMORATION
Supervisor Meegan announced the Burchfield Nature and Art Center along with the Seneca Nation will be part of the Buffalo Creek Treaty Commemoration on May 19th at 10:30 AM.
