Supervisor Sheila M. Meegan called the meeting to order at 3:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Dr. Mark Crawford.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Judith Puff and Carol Petricca.
Supervisor Meegan designated April 6, 2017 as Dr. Mark J. Crawford Day in the Town of West Seneca in recognition of Dr. Crawford’s 17 year dedication to the West Seneca Central School District. Dr. Crawford had a total of 43 years in education with the conclusion being the Superintendent for West Seneca Schools. Supervisor Meegan further announced that to honor all of Dr. Crawford’s hard work and years of devotion to the West Seneca Central School District and Town of West Seneca, the entry to the new West Seneca Community Center and Library will be named Crawford Court.

1. Highway Sup’t re Appointment of Kevin O’Shaughnessy as full-time Sanitation Laborer |

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Kevin O’Shaughnessy as part-time Sanitation Laborer and appoint him full-time Sanitation Laborer at a rate of $18.65 per hour effective April 10, 2017 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel. Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Raymond Ignasiak and Evan Kennedy as part-time seasonal laborers in the Buildings and Grounds Department effective April 15 - September 15, 2017 at a rate of $9.70 per hour and authorize the Supervisor to complete and sign the necessary form forms for Erie County Personnel. 3. Highway Sup’t re Status change for Buildings & Grounds Dept. employees to part-time seasonal |

Motion by Supervisor Meegan, seconded by Councilman Hart, to change the status of part-time Buildings & Grounds Department laborers Rick Mingle and Harold Schwartz to part-time seasonal effective April 15 – September 15, 2017 at a rate of $12 per hour; and further, change the status of the following part-time Buildings & Grounds Department laborers to part-time seasonal effective April 15 – September 15, 2017 at a rate of $9.70 per hour: |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to terminate Matthew Hourihan from his position as laborer in the Buildings & Grounds Department effective April 4, 2017 as his leave of absence has reached completion and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel. 8. Supervisor Meegan re Adoption of resolution for depositing bond and bail funds |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize accounts to be opened at the West Seneca office of M&T Trust Co. for purposes of depositing bond and bail funds paid to the West Seneca Justice Court. Ayes: All Noes: None Motion Carried |

9. Town Attorney re Sidewalk repair & maintenance bid preparation & tentative bid date |

Motion by Supervisor Meegan, seconded by Councilman Hart, to authorize Town Attorney John Fenz and Senior Code Enforcement Officer John Gullo to prepare bid documents for the repair of sidewalks within the northeast zone of town, east of Union Rd and north of Center Road, noting the tentative bid opening date will be May 11, 2017 with an advertisement date of April 27, 2017. Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $21,386.05; Highway Fund - $72,426.30; Special Districts - $1,347.90 (vouchers 98925 - 99234) Trust - $520,840.94 (vouchers 98959 - 99231)

ISSUES OF THE PUBLIC
BURCHFIELD VOLUNTEERS
Paula Minklei stated the Burchfield volunteers are very grateful to Senior Recreation Therapist of Senior Services Mary Josefiak for allowing them use of space at the senior center.
DR. CRAWFORD’S RETIREMENT
On behalf of the West Seneca School Board, Carol Jarczyk thanked Supervisor Meegan and the board members for recognizing Dr. Mark Crawford on his retirement.
Chief Denz commented on programs such as DARE and the School Resource Officer program and credited their success to Dr. Crawford.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
SENIOR CENTER UPDATES
Senior Recreation Therapist of Senior Services Mary Josefiak stated the Erie County Health Department visited the senior center to inspect the kitchen and everything was in good shape and passed inspection. On Saturday, April 29th, 9 am – noon, Senator Patrick Gallivan will be sponsoring a Health & Safety Fair with a Drug Drop Off being held 9 AM – 2 PM.
RECREATION DEPARTMENT UPDATES
Recreation Supervisor Lauren Masset stated Skate with the Easter Bunny will be held at the ice rink on Sunday, April 9th, 1:15 PM – 3:05 PM with regular admission fees. The Recreation Department is still accepting applications for summer help and part-time clerk typist and open interviews will be held Wednesday 10 AM – 12 PM and Thursday 2 PM – 4 PM. Applications are still being accepted for a volunteer position on the Youth Board.
FLOODED STREETS
Highway Sup’t. Matthew English stated a few streets are closed in town due to the rain and surcharging sewers.
FARMER’S MARKET
Emily Josefiak stated farmer’s market applications are still being accepted.
TOWN CLERK OF THE YEAR
Supervisor Meegan congratulated Town Clerk Jacqueline Felser on being awarded Town Clerk of the Year by the Erie County Town Clerk’s and Tax Collector’s Association.
LIBRARY FUNDRAISING
Councilman Hart stated he met with the library fundraising committee and they are in the process of planning several events with a fundraising goal of $100,000. On April 23rd the committee will be hosting a Trivia Night at American Legion Post 735 and a pancake breakfast at Applebee’s is in the planning process.
