Supervisor Sheila M. Meegan called the meeting to order at 3:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Mitch Martin from Senator Gallivan’s office.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Russell Brown Jr, Santo Bueme, David Brodnick, Father Patrick McMahon and George Northem.

1. Town Attorney re Status change for Sarah Maj

Motion by Supervisor Meegan, seconded by Councilman Hart, to change the status of part-time law clerk Sarah Maj to part-time seasonal effective September 8, 2016 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

2. Highway Sup’t re Status change of part-time laborers in Buildings & Grounds Department

Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the status of the following part-time seasonal laborers in the Buildings & Grounds Department to part-time laborers effective September 15, 2016 to April 15, 2017 at the corresponding wage rates:

3. Highway Sup’t re Transfer of Daniel Feeney and Zachary Giacobello to Buildings and Grounds Department

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate Daniel Feeney and Zachary Giacobello as part-time laborers in the Highway Department and appoint them as part-time laborers in the Buildings and Grounds Department effective September 15, 2016 to April 15, 2017 at a rate of $9 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

4. Highway Sup’t re Budgetary transfer request

Motion by Supervisor Meegan, seconded by Councilman Hart, to approve the transfer of $10,000 from Gasoline, Oil & Grease Acct. #001.8160.0416 to Consultant & Replacement Acct. #001.8560.0484 to cover cost of ash tree removal.
On the question, Highway Sup’t. Matthew English stated the Highway Department is removing ash trees as residents call, using highway labor when possible and contracting out when needed. A log is being kept in hopes that NYS will reimburse the town.

5. Highway Sup’t re Use of Highway Fund Reserves

Motion by Supervisor Meegan, seconded by Councilman Hanley, to adopt the following resolution:
|
WHEREAS, the Highway Reserve Fund has $1,104,424.82 of available funds; and
WHEREAS, the Highway Superintendent has identified the need to repair and replace certain equipment not to exceed the cost of $550,000; now, therefore, be it
RESOLVED, the Town Board authorizes the transfer of $550,000 of the Highway Reserve Fund to Highway Machinery Reserves Acct. #002.5130.0202 for the purchase of highway equipment.

6. Youth Service Coordinator re Learn To Skate agreement for the 2016-2017 season

17-D APPROVAL OF WARRANT
Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the vouchers submitted for audit, chargeable to the respective funds as follows: General Fund - $51,354.02; Highway Fund - $301,822.61; Special Districts - $6,612.19; Capital Fund - $948,755.27 (vouchers 95603 – 96018) Trust Fund - $242,489.63 (vouchers 95004 – 96052)

ISSUES OF THE PUBLIC
FACILITY USE AGREEMENTS
Susan Kims referred to the facility use agreement for the Recreation Department and questioned if all the fees were received. Town Attorney John Fenz responded the facility use agreement is for sports programs and special events and due dates for the fees depend on the activity.
HIGHWAY DEPARTMENT EQUIPMENT PURCHASE
Susan Kims requested clarification on the purchase of equipment for the Highway Department. Highway Sup’t. Matthew English responded the purchase is for two new plow trucks to replace trucks from the 1990’s. He is also looking for a new air compressor.
STATUS OF ROSEWOOD SECTION RECONSTRUCTION
Joanne Schwartzott referred to the road work on Reynolds Road and questioned the schedule for the next two weeks, noting she is moving and has a moving truck scheduled for September 19th. Town Engineer Steve Tanner suggested Mrs. Schwartzott contact Eric Labrie in the Engineering Department to ensure she will have access to her driveway.
UPCOMING EVENTS FROM SENATOR GALLIVAN’S OFFICE
Mitch Martin of Senator Gallivan’s office announced a Small Business Summit in conjunction with the West Seneca Chamber of Commerce to be held at Certo Brothers on October 4th at 8 A.M. Senator Gallivan will speak on his activities promoting small businesses and Frank Swiatek will speak on customer service. An electronics recycling event will be held at West Seneca East High School on October 22nd, 9:30 A.M. to 1:30 P.M.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
ENGINEERING DEPARTMENT PROJECT UPDATES
Town Engineer Steven Tanner provided the following project updates:
· Rosewood reconstruction project is four weeks away from full asphalt except for Rosewood Drive due to issues with the watermain.
· Restoration work (i.e. tree planting) will take place in October on Heather Hill Drive, Theresa Court and Boncroft Drive.
· United Survey will be finishing up lining sewers.
· Due to its age and history of multiple breaks, Erie County Water Authority required replacement of the watermain on East & West Road to prepare for road reconstruction next year. Installation of the new watermain required planned service shut offs throughout the summer and all efforts were made to notify the residents. There were four or five occasions where the existing watermain broke due to the extremely dry weather. These events could not be controlled and it was not possible to notify residents when they occurred. There are 13 side streets that must be connected to the new watermain and each time it involves a four hour shut down. Those affected will be notified via Code Red and the inspector on site.
RECREATION UPDATES
Youth Service Coordinator Lauren Masset announced registration is open for fall programs and open public skate will begin October 1st. Ms. Masset also thanked Senator Gallivan, Mitch Martin and Highway Supt. Matthew English for their donations to the Enchanted Path event scheduled for October 28th.
STATE FUNDING FOR STREET PAVING
Highway Supt. Matthew English thanked Mitch Martin for $130,000 in funding provided by Senator Gallivan for street paving.
PUBLIC SAFETY UPDATES
Chief Denz announced a drug drop off event in conjunction with the Drug Enforcement Agency will be held October 22nd from 10 A.M. – 2 P.M. at the West Seneca Senior Center. He also reminded residents that school is back in session with buses back on the road and school zone enforcement is underway.
WEST SENECA TOWN BAND
Councilman Hart stated the Town Board is in the process of allowing the Town Band to become an associated group at no cost to the town. Details are being worked out and the board members will be asking them for free concerts.

ASH TREE REMOVAL
Councilman Hanley stated he is working with NYSEG on their Leydecker Road property and informed Highway Sup’t. Matthew English there are 25 dead ash trees to be removed.
PBA CAR SHOW AND TASTE OF WEST SENECA EVENT
Supervisor Meegan commented on the 2nd annual PBA car show and Taste of West Seneca held September 4th on Union Road in front of Town Hall and expressed her gratitude to all involved. Over 325 cars were on display and 3500 people attended.
SCHOOL SUPPLY DONATIONS
Supervisor Meegan thanked everyone that donated school supplies and stated she will be delivering the supplies collected to the school district.
ANNIVERSARY OF 9/11
Supervisor Meegan asked everyone to remember the events and sacrifices made on September 11, 2001.
PASSPORT EVENT
Supervisor Meegan announced a special Passport Day being held at the West Seneca Post Office on September 17th, 11 A.M. – 2 P. M.
EXECUTIVE SESSION
Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to executive session at 3:35 P.M. to discuss contract negotiations.
