Supervisor Sheila M. Meegan called the meeting to order at 3:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Councilman Hart.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Donald Zimpfer Sr., Roseanne Ciancio, Gary Horton and Mathias Resetarits.

1. Re: “ADOPTION OF LOCAL LAW 2016-12, ESTABLISHING RESPONSIBLE BIDDER REQUIREMENTS ON PUBLIC WORKS PROJECTS” in the Town of West Seneca.
Motion by Supervisor Meegan, seconded by Councilman Hart, to remove this item from the table.

Town Engineer Steven Tanner questioned if the changes he suggested were included in the local law. Town Attorney John Fenz responded the changes were made to the local law. With regard to the credit for use of local workers, it will now be incumbent upon the contractor to provide proof throughout the project that their workers are a local work force.

10. Chief Denz re Purchase of four computers

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the purchase of four new computers from Synchronet Industries at a cost of $3,000 to replace four current computers that are past their viable life span, noting the cost is currently under NYS bid pricing and the funds will come from the Asset Seizure Trust Fund Account #004.0004.0072.

11. Chief Denz re Payment schedule for School Resource Officers

Motion by Supervisor Meegan, seconded by Councilman Hanley, to accept the restructured payment schedule for School Resource Officer services provided to the West Seneca Central School District for the months of September and October 2016 as required by the DCJS School Resource Officer Grant as follows:

1. Grant funds of $25,000 received by the town shall be applied to the school district’s monthly payments for the months of September and October 2016.
2. Once the grant funds are exhausted, the district shall pay the town for the remaining balance of any monthly payments that come due.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to conduct a hearing for a demolition to address unsafe conditions at 164 Edson Street, noting the conditions set forth in Chapter 57 of the Town Code have been met without any responsible person replying and the costs will be added to the tax rolls.

ISSUES OF THE PUBLIC
REQUEST FOR BILLBOARD MORATORIUM
Susan Kims suggested the Town Board consider a temporary billboard moratorium to study their environmental impact on the community and possible conforming of town codes and zoning changes. Town Attorney John Fenz responded he is researching this issue and working on a proposal to submit to the board members.
DEER POPULATION
Susan Kims questioned the status of the deer population situation. Asst. Chief Boehringer stated Chief Denz has been researching the issue and is not yet prepared to present anything.

ISSUES OF THE PUBLIC
SUPPORT FOR CONGRESSMAN HIGGINS ON TANKER TRUCK SHIPMENT ISSUE
Susan Kims requested the Town Board support Congressman Higgins’ efforts to stop tanker truck shipments of highly enriched liquid uranium from Ontario, Canada to South Carolina over the Peace Bridge, along the NYS Thruway and near the West Seneca borders.
Councilman Hart agreed and stated he would also like to request from the Department of Energy whether the proper studies have been completed and the proposed transportation route.
RECREATION PROGRAMS
Susan Kims complimented Youth Service Coordinator Lauren Masset on her work in the Recreation Department and the successful summer day camp program.
VOLUNTEER FIRE SERVICE RECOGNIZED
Susan Kims complimented the volunteer fire service members and suggested they receive a tax break as a thank you for their time. Councilman Hart responded volunteer firemen receive a small property tax break and also a length of service award retirement benefit.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
INCLUSION OF VIABLE LAND IN AGRICULTURAL DISTRICTS
Supervisor Meegan read an announcement from NYS Agriculture and Markets designating September 1 – 30 as the annual 30-day period for submission of requests for inclusion of predominantly viable agricultural land into an existing certified agricultural district. More information is available at www.erie.gov/environment.
ROAD RECONSTRUCTION UPDATES
Town Engineer Steven Tanner commented on the Rosewood Drive project and stated there was a problem with the watermain installation that required repairs and retesting before the work could proceed. The road is still under construction with the curbs going in and paving to be started. Trees will be planted on Theresa Court and Boncroft Drive in October according to the recommended planting season. The East & West Road project should be completed within the next two weeks. Paving will be done to get through the winter and Erie County will perform a full reconstruction next year.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
RECREATION PROGRAM UPDATES
Youth Service Coordinator Lauren Masset thanked Supervisor Meegan, Councilmen Hart and Hanley, Town Clerk Jacqueline Felser and Highway Superintendent Matthew English for sponsoring “Finding Nemo” this past Friday. The final Movie Night will be held Friday, September 2nd. “Frozen” will be shown at dusk and is being sponsored by Paula’s Donuts.
The Recreation Department is hiring ice rink guards for the upcoming season. Applicants should be able to work well with others and have the ability to skate. More information can be found on the town website, Facebook and Twitter.
Closing day for the big pool will be Friday, August 26th. Admission will be free for residents that present a valid resident ID card. The spray pool will close Sunday, August 28th.
CITIZENS POLICE ACADEMY
Asst. Chief Michael Boehringer announced the next Citizens Police Academy will begin September 14th and there are two reservations still available.
EXECUTIVE SESSION
Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 3:35 P.M. to discuss one personnel issue and three contract matters.
