Supervisor Meegan called the work session to order at 3:00 P.M. with the Pledge of Allegiance to the Flag led by Emily Josefiak.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

Ø West Seneca Pilot Program Presentation: Asset-Based Community Inquiry
ü Would like to partner with the YES Program to engage youth in making interactive Google maps that will highlight aspects of West Seneca
ü Will coordinate with the YES Program as well as English and Social Studies teachers from West Seneca West and East High Schools
ü Dr. Ryan will provide the equipment; West Seneca will provide space
ü Dr. Ryan and a graduate student will facilitate the program
ü Summer Day Camp could be a good forum for this program
CODE ENFORCEMENT OFFICER JOHN GULLO
Ø Approximately 180 electrician licenses have been issued; electricians exam will be held March 5, 2016
Ø Plumbing exam will be held February 18, 2016
Ø Working to reorganize the code enforcement office arrangement in response to department growth
TOWN CLERK JACQUELINE FELSER
Ø Archives grant application deadline is March 18, 2016; one possible application is managing/archiving e-mails for retention purposes and Biel’s has a program to fit this need; Supervisor Meegan would like to see the scope of the grant before pursuing

Ø Resident registration for Summer Day Camp is currently underway
Ø Superhero skate at West Seneca Ice Rink on February 21st
Ø Thanked Police Department for their support at the ice rink
Ø In an effort to bring back the family atmosphere of open skate, Highway Sup’t Matt English suggested changing the schedule to add a weeknight skate 6:30 – 8pm and Saturday & Sunday afternoon 1:15 – 3pm

Ø Mardi Gras celebration Tuesday, February 9th
Ø Tai Chi classes are doing well – 75 people attended last one

Ø Expressed concerns with the upcoming Softball World Series event; wants to ensure there is no cost to the taxpayers and that the town and girls softball organization are reflected well; would like a schedule from the tournament organizers ASAP

Ø MWBE Compliance Officer came out of meeting with Grantwriter Connie Miner; some grants have requirements for using contractors with Minority Women Owned Business Enterprise certifications

Ø Attended meeting with the Gaelic Athletic Association regarding the 2017 Continental Youth Championship - most costs to be covered by a grant from the Irish government; all monies raised will stay in Buffalo; West Seneca was chosen over Boston, Massachusetts
Ø Attended the Civic and Patriotic Commission meeting - budget for fireworks set; will need to hire their own security this year
Ø Monthly meetings with Town Attorney John Fenz, Code Enforcement Officer John Gullo and Jerry Hathaway regarding plans to bring new business to West Seneca
COUNCILMAN HANLEY
Ø Meeting with NYSDOT and Highway Sup’t. Matthew English to improve the water flow out of Harlem Road Park; NYSDOT will make a presentation at next Town Board meeting; a larger sluice will be put in and the town will need to transfer property to the state

Motion by Supervisor Meegan, seconded by Councilman Hanley, to recess to executive session at 4:00 P.M. to discuss one employee issue and two legal items.
