Supervisor Sheila M. Meegan called the meeting to order at 7:00 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Jacob & Nate from West Seneca West High School.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

3. Supervisor Meegan re Retirement of Paul Gray, Laborer

Motion by Supervisor Meegan, seconded by Councilman Hart, to accept the retirement of Paul Gray and terminate him as laborer effective March 17, 2015 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, board members thanked Paul Gray for his years of service to the town.

4. Town Attorney re Agreement with the County of Erie for Lease of 2014 Ford E-450

Motion by Supervisor Meegan, seconded by Councilman Hanley, to execute the necessary documents to enter into an agreement with the County of Erie to lease a 2014 Ford E-450 Phoenix Bus, Type 1 for approximately five (5) to seven (7) years, at an annual payment of $1 per year. |
On the question, Councilman Hart questioned how many passengers fit in this vehicle. Senior Recreation Therapist of Senior Services Mary Josefiak responded the van holds 10 to 12 passengers as well as having wheelchair access. It can be used by any senior citizen in West Seneca to go anywhere in Erie County.

5. Town Engineer re Change in Title for Kris Bajdas to Senior Clerk Typist |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to change the title of Kris Bajdas from Clerk Typist, Group #2, Step 3 to Senior Clerk Typist, Group #3, Step 1 changing her salary from $28,926.25 per year to $30,875.42 per year and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

6. Town Engineer re Approval of Change Order #2 for the Commerce Drive Road Reconstruction Project |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve change order #2 for the Commerce Drive Road Reconstruction Project in the amount of $288,493.85 to account for additional quantities of materials installed during construction of the project. |
On the question, Councilman Hanley stated there was a typo on the spreadsheet and the original estimate of ten truckloads for select granular fill ended up being significantly more. Also, the trench & culvert excavations change order came about when road excavation resulted in repairs not initially called for, but necessary to complete the project.

7. Highway Superintendent re Termination of George Case as Part-Time Sanitation Laborer and Appointment as Full-Time Sanitation Laborer

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate George Case as part-time Sanitation Laborer and appoint him as full-time Sanitation Laborer at a rate of $18.65 per hour effective February 24, 2015 contingent upon the passing of drug and alcohol testing and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, Highway Superintendent Matthew English stated George Case is #1 in seniority with a commercial driver’s license and meets all requirements.

8. Highway Superintendent re Termination of James Fleming as a Sanitation MEO and Appointment as Highway Mechanic |

Motion by Supervisor Meegan, seconded by Councilman Hart, to terminate James Fleming as Sanitation MEO and appoint him as Highway Mechanic at a rate of $21.50 per hour effective February 24, 2015 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, Highway Superintendent Matthew English stated Baird Hageman had originally bid for the job, but changed his mind this afternoon. James Fleming was next in line in seniority and is qualified.

11. Chief Denz re Authorization of Police Officers attendance at New York State Tactical Officers training conference |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to authorize the attendance of six (6) police officers at the New York State Tactical officers training conference April 28 - 30, 2015 in Verona, New York, with expenses to be covered by funds budgeted in the 2015 police training course line item (1.3120.0459).

On the question, Councilman Hart questioned the type of training at this conference. Chief Denz responded this is annual training that includes recertification for firearms instructors and hostage negotiators as well as preparation for school shootings and a trade show on tactical equipment. The training keeps the police department up to date liability- and technology-wise.

12. Chief Denz re Appointment of Kristin Sandel as Clerk Typist |

Motion by Supervisor Meegan, seconded by Councilman Hanley, to appoint Kristin Sandel to the full-time position of Clerk Typist effective March 9, 2015 at an annual salary of $26,884.58 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, Councilman Hart pointed out this appointment was to fill a vacancy and Chief Denz stated Kristin was chosen from the Erie County Civil Service list for this position.

Motion by Supervisor Meegan, seconded by Councilman Hanley, to approve the purchase of a new computer server to replace current equipment that will no longer be supported by Microsoft after July 15, 2015, with funds to be covered in part by the JCAP grant and remaining balance taken from Justice Court line for computer software (1.1110.0216).

ISSUES OF THE PUBLIC
ETHICS BOARD RECOMMENDATION
Dale Clarke referred to the last Ethics Board meeting and stated Town Attorney John Fenz was to draft a letter concerning Timothy Elling’s acceptance of Super Bowl tickets. He questioned if Mr. Fenz had drafted the letter yet.
Mr. Fenz responded that he was directed to prepare a letter, but the Ethics Code requires him to get approval from the entire Ethics Board before it is presented to the Town Board.
TITLE CHANGE FOR LAUREN MASSET
Susan Kims commented that Lauren Masset is doing a very good job and questioned why her position is now being changed. Supervisor Meegan responded that the title of Youth Service Coordinator needs to be in the town’s inventory in order for the town to apply for and receive grant funds. Ms. Masset continues to be in charge of the Recreation Department.

ISSUES OF THE PUBLIC
REPAVING OF BEECHWOOD DRIVE AND MILL ROAD
Beverly Leising questioned if Beechwood Drive is on the schedule to be repaved this spring.
Highway Superintendent Matthew English stated he understood the Engineering Department plans to do Beechwood Drive this spring and when it is complete his department will mill and pave Mill Road.
Mrs. Leising commented that parts of Mill Road do not have sidewalks and questioned if they will be added to the project.
Mr. English responded that sidewalks will not be part of the project and Code Enforcement Officer John Gullo added that sidewalks are only required with newly constructed subdivisions.
Johanna Guenther requested clarification on what milling is.
Mr. English explained the milling process as a machine that grinds up the road, transfers it into one of several waiting trucks which then drives it away to be recycled for other projects. There is a machine that grinds the blacktop for reuse on the road, but this is not a favored process.
STATUS OF ADA COMPLIANT RESTROOMS
Johanna Guenther questioned the status of the new bathrooms. Supervisor Meegan responded the construction company plans to do the downstairs restroom first followed by both upstairs restrooms. They will all be compliant with the American with Disabilities Act (ADA). The senior center restrooms will be done after those at Town Hall are complete. Supervisor Meegan noted this project is being funded with HUD money.
STATUS OF ST. BONAVENTURE PURCHASE
Linda Toy questioned the status of the St. Bonaventure purchase and Councilman Hart responded a report from the engineers should be received shortly on what they observed during a tour of the building.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
REIMBURSEMENT FOR TOTES
Supervisor Meegan responded to a previous question concerning reimbursement for the cost of municipal waste and recycling and stated Grantwriter Connie Miner advised the application is for $64,266 for the grapple truck, $2,890 for recycling bins and $578 for recycling totes and they are still awaiting reimbursement.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
FEMA APPLICATION
Supervisor Meegan stated they have been working to finish the town’s application to FEMA for the November snowstorm and noted a 75 percent reimbursement is looking positive.
MATTHEW ENGLISH RECIPIENT OF J MICHAEL DUFFETT MEMORIAL AWARD
Supervisor Meegan recognized Highway Superintendent Matthew English as the 2015 recipient of the J. Michael Duffett Memorial Award presented by the Buffalo Sabres and noted this award honors his contributions made as a coach to amateur hockey in Western New York.
REPORTING STREET LIGHT OUTAGES
Highway Superintendent Matthew English referred to a previous comment on reporting street light outages and stated there is a link on the town’s website to report street light outages directly to NYSEG. The pole number is required.

Board members thanked Highway Superintendent Matthew English and the Highway Department for a great job during the cold, snowy winter season.
