Supervisor Meegan called the work session to order at 2:00 P.M. with the Pledge of Allegiance to the Flag led by Code Enforcement Officer John Gullo.

Supervisor Meegan read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

 

CODE ENFORCEMENT OFFICER JOHN GULLO

Ø  Disaster Office is hosting a CPR class Monday, August 18th at the Kiwanis Center.  Additional information is available on the website.

Ø  Code Red update – 1500 sheets were distributed at National Night Out.  Residents can sign up online to receive cell phone text messages or emails regarding emergency information. Official rollout date is tentatively scheduled for September 1st.  Information will be reviewed by Code Enforcement staff and Chief Denz prior to being sent to ensure it qualifies as an emergency or enforcement issue.  The system will allow information to be sent to specific individuals, residents or neighborhoods.

Ø  CERT demonstrations will be held at Erie County Fair.

 

TOWN CLERK JACQUELINE FELSER

Ø  Hunting licenses are currently on sale.  Mrs. Felser commented they are working through issues associated with a new system implemented by the DEC.

 

HIGHWAY SUPT. MATTHEW ENGLISH

Ø  Permits for Cazenovia Creek have been received and they are waiting to hear on permits for Buffalo Creek with anticipation they will come quickly.

Ø  Councilman Hart asked if the Highway Department could assist Lexington Green residents with transporting topsoil that was donated. Highway Supt. Matthew English offered assistance as long as it is donated topsoil rather than topsoil that was purchased. He will need details on delivery.  Councilman Hanley stated he knew of additional fill and questioned if there is a need for it.  Mr. English stated he already has a large amount of clean fill.

CHIEF DENZ

Ø  Complimented Code Enforcement Officer John Gullo on his efforts with Code Red

Ø  Commented on the success of National Night Out and thanked everyone for their participation

Ø  Mandated training day for the entire Police Department took place on Sunday, August 9th, at East Senior High.  Superintendent Crawford, his staff and local fire departments were also in attendance.

Ø  Requested executive session to discuss employee resignations

Ø  $33,000 was found during a 2010 raid of a building in town and it has been classified as abandoned property.  Proper laws have been followed and the money can now be released for use within the Police Department. Chief Denz is looking to replace portable radios for police officers. A minimum $2000 rebate is available if purchased from FM Communications before the end of September. These are non-bid items, FM Communications is a sole source provider and the price is under state bid. Current radios can be refurbished for use in the Recreation Department, sold for $100 each and/or kept within the department as spares.

 

TOWN ATTORNEY CHARLES GRIECO

Ø  Attorney Shawn Martin will be advising the Town Board with respect to the DePaul project.

Ø  No recommendation from Planning Board on Clinton Street project; suggested holding public hearing and tabling item.

Ø  Asked board members if they had any questions regarding the Part II Environmental Assessment Form draft on the Transit Road project and suggested adopting a resolution at tonight’s meeting if the board is in agreement.

 

RECREATION DIRECTOR CRAIG KROLL

Ø  Day Camp ended last Friday and was very successful in its first year.  Next year expansion could include additional age groups and extending camp two more weeks.  Many compliments were received from parents regarding staff and programs offered. Registration for 2015 camp will begin on February 1st.  Supervisor Meegan suggested day camp during school breaks.  Mr. Kroll agreed and will work on a program for winter break; however, there could be an issue with buses.

 

TOWN ENGINEER RICHARD HENRY

Ø  Pre-construction meetings were held for Stephenson Street and Beechwood/Hilltop Court. Work on both projects will commence within the next week and will be completed this year.

Ø  Bid opening for 48” sewer took place on Thursday August 7th.  A recommendation of award will be made at a future board meeting so that more research can be conducted on one bid that was substantially lower.

Ø  Discussed flooding due to recent rain storms, noting volume and intensity is too much for system to handle.  Some problem areas have been identified and need to be fixed.

Ø  Senior Center restroom plans are currently being reviewed; once review is complete plans will be submitted to Erie County for approval.

Ø  Burchfield Park comfort station is believed to be in transit; Supervisor Meegan had heard that delivery will take place before August 20th.

 

SENIOR RECREATION THERAPIST OF SENIOR SERVICES MARY JOSEFIAK

Ø  Parking lot was never finished; needs to be restriped and sealed. Highway Supt. Matthew English will check with Buildings & Grounds.

 

EXECUTIVE SESSION

 

          Motion by Supervisor Meegan, seconded by Councilman Hart, to recess to Executive Session at 2:45 P.M. to discuss labor issues and a personnel issue with Chief Denz.

 

Ayes: All                                    Noes: None                               Motion Carried

 

The board members returned from Executive Session at 4:00 P.M.

 

 

The work session concluded at 4:00 P.M.
