West Seneca Special Town Board Minutes 10/25/2006
Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Sarah & Matt Boehringer. ROLL CALL: Present -
Absent - None Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency. 1. Highway Supt. re Emergency purchase of brush chipper Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize an emergency purchase of a Carlton Model #Z012 brush chipper from Baschmann Services Inc. at a cost of $30,565. On the question, Supervisor Clark stated that the Highway Department needed this equipment urgently to help with cleanup after the recent storm. The price was close to the cost of prior purchases for this type of equipment, other than a $4000 increase due to new emissions regulations.
2. Town Attorney re Public hearing for CDBG Motion by Councilman Osmanski, seconded by Councilman Hicks, to schedule a public hearing for November 6, 2006 at 7:30 P.M. to consider community development and housing projects that would benefit low and moderate income persons.
3. Grants Manager re Grant application for Community Tree Reforestation Program Motion by Councilman Hicks, seconded by Supervisor Clark, to direct Dan Frontera, State and Federal Grants Manager, to file an application for 50 percent matching funds in an amount not to exceed $7500 and upon approval of said request to enter into and execute a project agreement with the New York State Department of Environmental Conservation for such financial assistance to this municipality for the 2007 Community Tree Reforestation program.
4. Chief Gehen re Appointment of Michael Boehringer as Police Captain Motion by Councilman Osmanski, unanimous second, to terminate Michael Boehringer as Police Lieutenant effective October 21, 2006 and appoint Michael Boehringer as Police Captain effective October 22, 2006 at an annual salary of $73,900.53 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
5. Chief Gehen re Appointment of Madeline Polchlopek as Clerk Typist Motion by Councilman Osmanski, seconded by Councilman Hicks, to appoint Madeline Polchlopek, as Clerk Typist effective October 23, 2006 at an annual salary of $27,473.04 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
6. Supervisor Clark re Creation of Principal Clerk position Motion by Councilman Osmanski, seconded by Supervisor Clark, to create the position of Principal Clerk and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
7. Acting Assessor re Appointment of Erik Finbar as Principal Clerk Motion by Councilman Osmanski, seconded by Councilman Hicks, to appoint Erik Finbar, as Principal Clerk, Provisional, effective October 17, 2006 at an annual salary of $27,473.04 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
