West Seneca Town Board Minutes 05/02/2005
Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance. ROLL CALL: Present -
Absent - None Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency. The meeting was dedicated to the memory of George N. Roetzer, Albert D’Alessandro, Dorothy Thompson and Stanley J. Kloc. 7-A MINUTES TO BE APPROVED On the question, Councilman Osmanski noted that there was some confusion on Legal Item #1 as to the proper zoning of the property located at 512 Bullis Road. It was incorrectly stated that the property was zoned M-1(S) when it was actually zoned M-2(S). The motion should read, “changing its classification from M-2(S) to M-2(S).”
7-B COMMUNICATIONS 1. Town Engineer re Bid award for Cambridge Avenue Reconstruction Project Motion by Councilman Osmanski, seconded by Councilman Hicks, to award the bid for the Cambridge Avenue Reconstruction Project, Job No. C-0502, to Occhino Corp., 2650 Seneca Street, West Seneca, at their low contract amount of $581,799 and authorize the Supervisor to sign the contract documents. On the question, Councilman Osmanski noted that there were four bidders on this project and the top three were all within 5 percent of each other. This was a very close and competitive bid and Councilman Osmanski commended Town Engineer George Montz and his department for their engineering work in drawing up the specifications.
Supervisor Clark abstained from voting on this motion because Occhino Corporation was a client of an accounting firm that he had a financial interest in.
7-B COMMUNICATIONS 2. Highway Supt. re Status change for part-time laborers in Bldgs. & Grounds Dept. Motion by Councilman Osmanski, seconded by Councilman Graber, to change the status of part-time seasonal laborer Tom Oleski to part-time effective May 2, 2005 and change the status of the following part-time laborers to part-time seasonal effective May 2 – October 2, 2005: Joseph Billitier and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
3. Highway Supt. re Perfect Attendance Bonus for part-time laborers at Ice Rink Motion by Councilman Osmanski, seconded by Councilman Graber, to grant a perfect attendance bonus of $.50 per hour to the following part-time laborers at the Ice Rink:
and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
4. Highway Supt. re Appointment of summer help in Bldgs. & Grounds Dept. Motion by Councilman Osmanski, seconded by Councilman Graber, to appoint the following as summer help in the Buildings & Grounds Department at a rate of $6.50 per hour effective May 2 – September 2, 2005: Patrick Maxon and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
7-B COMMUNICATIONS 5. Highway Supt. re Purchases requiring Town Board approval Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize payment of the following vouchers for the Highway Department: Emergency Power Systems, LLC
(generator enclosure) $2378.72
6. Chief Gehen re Purchase requiring Town Board approval Motion by Councilman Osmanski, seconded by Councilman Hicks, to authorize payment of $3300 to United Uniform for body armor.
7. Town Clerk re Amusement license for Southgate Plaza Motion by Councilman Osmanski, seconded by Councilman Hicks, to approve the application for an amusement license for Southgate Plaza Inc. effective May 27 – 30, 2005.
8. Recreation Director re Appointment of part-time Recreation Attendants for soccer program Motion by Councilman Osmanski, seconded by Supervisor Clark, to appoint the following as part-time seasonal Recreation Attendants, Step 1, at a rate of $6 per hour to work in the Youth on Youth Soccer Program effective May 8 – September 24, 2005:
and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
9. Recreation Director re Status change for Recreation Leaders to part-time seasonal Motion by Councilman Osmanski, seconded by Councilman Hicks, to change the status of the following part-time Recreation Leaders to part-time seasonal effective April 10 – May 21, 2005: Robert Pyle and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
7-B COMMUNICATIONS 10. Recreation Director re Status change for Clerk Typist Paulette Krakowski to part-time seasonal Motion by Councilman Osmanski, seconded by Councilman Hicks, to change the status of part-time Clerk Typist Paulette Krakowski to part-time seasonal effective February 27 – July 30, 2005 at a rate of $7.40 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
7-C DEPARTMENTAL PRESENTATIONS PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS APPOINTMENT OF JAMES BAUSCH AS PART-TIME PUBLIC SAFETY DISPATCHER Motion by Councilman Hicks, seconded by Supervisor Clark, to appoint James T. Bausch as part-time Public Safety Dispatcher at a rate of $8.95 per hour effective May 3, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
PUBLIC HEARING SCHEDULED FOR CONVERSION OF GAS LIGHTS Motion by Councilman Graber, seconded by Supervisor Clark, to schedule a public hearing for Monday, June 13, 2005 at 7:30 P.M. to consider the conversion of gas lights to electric lights.
INCREASE IN THRUWAY TOLL Councilman Bove stated that the tollbooth at South Ogden was a commuter tax for the citizens of West Seneca and it was going up 50 percent. Councilman Bove was in the process of researching a potential project and was attempting to recoup some of the money in the form of a grant from the NYS Thruway Authority. LANSCAPING BUSINESS ON BERG ROAD Councilman Osmanski commented on a situation at the landscaping business on Berg Road that he had referred to Code Enforcement Officer William Czuprynski. One of the residents informed him that the situation was continuing, and Councilman Osmanski suggested that Mr. Czuprynski take further steps to resolve the problem. PROPERTY MAINTENANCE ON FRENCH ROAD Councilman Osmanski questioned the status of a French Road matter that had been in court last Friday. Code Enforcement Officer William Czuprynski stated that the property owner arrived at court and spoke with Town Prosecutor Dale McCabe prior to Mr. Czuprynski’s arrival. The property owner was given 30 days to get rid of the garbage, but Mr. Czuprynski followed up on the problem and issued another summons this morning.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS REMOVAL OF EXPIRED ADVERTISING SIGNS Supervisor Clark asked Code Enforcement Officer William Czuprynski to contact Iroquois Industries, the group that removed expired signs within the town, regarding certain signs that were still up past their expiration date. Mr. Czuprynski responded that he had been around the town himself and removed many of the signs that Supervisor Clark was referring to.
