West Seneca Town Board Minutes 03/28/2005
Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance. ROLL CALL: Present -
Absent - Christopher F. Osmanski, Councilman Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency. The meeting was dedicated to the memory of Michael L. Scarpello and Joseph J. Horvatits. 5-A MINUTES TO BE APPROVED
5-B COMMUNICATIONS 1. Town Engineer re Town Hall Rear Stairs Replacement Project, change order #1 Motion by Councilman Hicks, seconded by Councilman Graber, to approve change order #1 for UCC Constructors, Inc., 105 Center Road, West Seneca, NY 14224, in the amount of $8275 for replacing the reinforced concrete sidewalls and including a concrete additive on the Town Hall Rear Stairs Replacement Project, Job No. T-0407, noting that these revisions were reviewed and recommended by the architect, Wayne Folts, of FFAEB Architects. On the question, Councilman Hicks asked when the work would be done. Town Engineer George Montz advised that the work would be started within two to three weeks. Councilman Bove questioned if this work was not included in the original bid. Mr. Montz responded that they originally thought the sidewalls would not have to be replaced, but they found a number of cracks in them and decided that it would be better to replace them. The contractor would be installing weep holes for drainage at the bottom of the new walls so any water that got underneath them could escape. Councilman Bove questioned if they should rebid the project with the inclusion of the sidewalls. Mr. Montz did not believe the project should be rebid because they got a very good bid the first time and Union Concrete was an excellent contractor.
5-B COMMUNICATIONS 2. Town Engineer re Purchase requiring Town Board approval Motion by Councilman Hicks, seconded by Councilman Graber, to authorize payment of $5644.18 to K & S Contractors Supply Inc. for repairs to the Orchard Park Road watermain.
3. Town Engineer re Bid date for Cambridge Avenue Reconstruction Project, Job No. C-0502 Motion by Councilman Hicks, seconded by Councilman Graber, to set a bid date of April 19, 2005 at 10:00 A.M. for receipt of bids on the Cambridge Avenue Reconstruction Project, Job No. C-0502.
4. Highway Supt. re Attendance at 2005 Highway School Motion by Councilman Hicks, seconded by Supervisor Clark, to authorize Highway Supt. Patrick Finnegan and Deputy Highway Supt. Edward Kowalewski to attend the 2005 Highway School at Ithaca College, June 6 – 8, 2005 at a cost not to exceed $900.
5. Highway Supt. re Purchase requiring Town Board approval Motion by Councilman Hicks, seconded by Supervisor Clark, to authorize payment of $2569.82 to Brute Spring & Equipment, Inc. for truck repairs.
6. Highway Supt. re Purchase requiring Town Board approval Motion by Councilman Hicks, seconded by Councilman Graber, to authorize payment of $5883.36 to Penn Detroit Diesel for truck repairs.
7. Chief Gehen re Resignation of Kevin Przybyl as Public Safety Dispatcher Motion by Councilman Hicks, seconded by Supervisor Clark, to accept the resignation of Kevin Przybyl, and terminate him as Public Safety Dispatcher effective April 24, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that Mr. Przybyl served the West Seneca community admirably over the past several years and his service will be missed.
8. Senior Citizens Supervisor re Seasonal part-time status for John Fechtor Motion by Councilman Hicks, seconded by Councilman Graber, to change the status of part-time Van Driver John Fechtor to part-time seasonal effective March 28 – August 26, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
5-B COMMUNICATIONS 9. Recreation Director re Bid award for arts & crafts supplies Motion by Councilman Hicks, seconded by Supervisor Clark, to award the bid for arts & crafts supplies as follows: S & S Worldwide (Item Nos. 1, 3, 7 – 11, 14 – 39) $4577.34 J & A Handy-Crafts, Inc. (Item Nos. 2, 4, 5, 6, 12, 13) $ 240.00
5-C REPORTS 5-D DEPARTMENTAL PRESENTATION – WEST SENECA POLICE DEPARTMENT ISSUES OF THE PUBLIC TOWN STREETSCAPE PROJECT A resident of French Road referred to the work session on the streetscape project proposed by the town and stated that she would like to see an overall plan submitted with opportunity for public input. She further noted the need for an optimum plan before proceeding further. EQUIPMENT AVAILABLE FROM BUFFALO MUNICIPAL HOUSING AUTHORITY Frank Boncore, 205 Heather Hill Drive, stated that he was aware of equipment that was available from the Buffalo Municipal Housing Authority and inquired if the town would be able to make use of any of this equipment. Mr. Boncore offered his services in obtaining the equipment. PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS TITLE CHANGE FOR TIMOTHY RIEDY TO MOTOR EQUIPMENT OPERATOR Motion by Councilman Hicks, seconded by Councilman Graber, to terminate Timothy Riedy, as Working Crew Chief and appoint Timothy Riedy as Motor Equipment Operator, Group 2, Step 5, at a rate of $20.84 per hour effective March 28, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
TITLE CHANGE FOR DALE BIELICKI TO HIGHWAY LABORER Motion by Councilman Hicks, seconded by Councilman Graber, to terminate Dale Bielicki as Heavy Equipment Operator and appoint Dale Bielicki as Highway Laborer, Group 1, Step 5, at a rate of $20.53 effective March 28, 2005 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS TOPSOIL REMOVAL PERMIT FOR WATKINS MOTOR LINES Motion by Councilman Graber, seconded by Supervisor Clark, to issue a topsoil removal permit to DiMarco Construction for removal of 10,000 cubic yards of excess topsoil from Watkins Motor Lines property located at 3200 North America Drive, noting that no shredding will take place on the property and the fee for said permit is $5000.
PURCHASE OF VAN FOR SENIOR CITIZENS CENTER Motion by Councilman Bove, seconded by Supervisor Clark, to authorize the purchase of a 12-passenger van off the New York State contract from Hoselton Chevrolet, 909 Fairport Road, East Rochester, NY 14445, at a total cost of $19,962.00, noting that funding for this van was appropriated from a CDBG grant.
