Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize the Supervisor to execute the 2003-2004 agreement with the West Seneca Youth Hockey Association, noting an increase in fees as follows:

    On the question, Supervisor Clark questioned if there was an increase in fees last year and if this increase had been pre-negotiated.

    Town Attorney Tim Greenan thought that there was an increase in the officiating fees every year, but it was a direct pass through of their cost to the referee's association.

    Councilman Wroblewski advised that the referee's fees were paid for out of the registration fees.

    15.    Chief Gehen re Payment to E.M. Systems for software development & data conversion

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of $5,000 to E.M. Systems, Inc., 4250 Ridge Lea Road, Suite 7, Amherst, New York, for software development and data conversion of the Erie County supported records management and computer aided dispatch system (CHARMS), noting that this expense will be covered by the 2001 and 2002 Local Law Enforcement Block grants.

    16.    Chief Gehen re Public hearing for 2003 Local Law Enforcement Block Grant program

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to schedule a public hearing for Monday, October 13, 2003 at 7:30 P.M. to discuss the 2003 Local Law Enforcement Block Grant program, noting that the Town of West Seneca is eligible for a direct award of $28,167 with a local match of $3130.

    17.   Chief Gehen re Title change for Mark McMahon to Detective Temporary

    Motion by Councilman Osmanski, seconded by Councilman Hicks, to grant a leave of absence to Mark McMahon from his position as Patrol Officer/K-9 Officer effective July 14, 2003 and appoint Mark McMahon as Detective Temporary effective September 15, 2003 at an annual salary of $58,563 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    18.   Town Justices re Creation of temporary, full-time exempt position in Justice Court

    Motion by Supervisor Clark, seconded by Councilman Osmanski, to create the position of temporary Clerk to the Town Justice effective September 9, 2003 at an annual salary of $33,635.74 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    On the question, Supervisor Clark stated that this position was necessary due to some temporary disability situations in the Justice Court and it would help cut down on the amount of overtime being expended.

    PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

    CONVERSION OF NATURAL GAS LIGHTS TO ELECTRIC LIGHTS

    Councilman Graber announced that the town's budget for gas street lighting went from $102,000 in 1999 to $131,000 this year, an increase of 30 percent over four years. However, the electric lighting districts only went from $79,000 to $86,000, an increase of 9 percent over four years. All gas street lighting property owners received a post card from the town recently seeking their opinion on whether they would like the town to consider replacing their natural gas street lights with electric street lights. There were 689 property owners in 12 gas districts and 2500 property owners in 59 electric districts. Each gas light was costing the taxpayers in the districts between $315 and $389, but an equivalent electric light was only costing district property owners $50 to $80. The cost to each person in a gas light district was $180 to $350 per year, but only $25 to $45 to those in the electric light districts. Councilman Graber compared Oakbrook Drive (61 properties) in Electric Lighting District No. 42 to Eastwood Drive (60 properties) in Gas Lighting District No. 6. The electric lighting cost to the Oakbrook Drive residents was $2600 annually and the gas lighting cost to the Eastwood Drive residents was $13,000 annually. Councilman Graber commented on the various reasons for street lights such as to provide traffic safety, pedestrian safety, building security, and crime prevention. Natural gas street lights did not provide much light and they were high maintenance. When gas lights were initially installed in subdivisions, there were no trees. Now there were trees and the minimal light provided by the gas lights was even further diffused. Also, if the gas lights were changed to electric lights, not as many would be needed to provide the same amount or additional light and it would increase the safety and security of the neighborhood. Councilman Graber encouraged the residents of the gas lighting districts to respond to the town's inquiry regarding their street lighting.

    Councilman Hicks stated that he got involved in this project with Councilman Graber because he lived in a gas lighting district and there were times when 15 to 17 lights were out at one time on his street. He had received complaints from residents as to why they were paying for lights that did not work. The gas lights were old and needed to be replaced and it had become a safety issue. Councilman Hicks noted that some residents had expressed concern over what the electric street lights would look like. They did not intend to change the appearance of the street lights and the electric lights would probably look the same. Councilman Hicks stated that they needed at least 50 percent response from the public before they could proceed with the project.

    STATUS OF CLEAN UP AT SENECA MALL SITE

    Councilman Wroblewski noted that the clean-up project at Seneca Mall was 95 percent completed and hopefully would be finished by the end of September.
