PROBLEMS OF THE PUBLIC
NO PARKING IN FRONT SETBACK ON WOODWARD DRIVE
Charles Hayes, 153 Woodward Drive, stated that he was a resident of the Town of West Seneca for 29 years and presented a survey of his property indicating that his driveway was in place in 1973. Mr. Hayes recently received a letter from the town stating that parking was prohibited in the front setback. He did not understand why it was illegal to park in this area and when he asked the Building Inspector's office for an explanation they gave him an application for a variance. Mr. Hayes presented pictures of 15 homes on Woodward Drive where people parked in the setback, but only a few of the residents received a letter from the town.
Senior Engineering Assistant Gary Bommer advised that after reconstruction of Woodward Drive the driveway approaches would be wide in front of the houses, and he needed to know how wide to make them when they put the curbing in. If they used the same approach on Woodward Drive as used on Aurora Avenue or Delray Avenue the driveway approaches would be half way across the front of some of the homes. According to Building Inspector Bill Czuprynski, this would be in violation of the building & zoning code unless a variance was granted. Mr. Bommer advised that only the residents that physically had a car parked in the front setback were sent a letter.

NO PARK IN FRONT SETBACK ON WOODWARD DRIVE (continued)
Mr. Hayes stated that he had been parking in the front setback since he bought his home 29 years ago and he did not believe that he should now be required to obtain a variance. His driveway was about 12 feet wide at the street and he was satisfied with that. Mr. Hayes did not want a larger approach.
Town Attorney Tim Greenan stated that enforcement of no parking in the setback was sporadic, and he suggested that the Engineering Department and Building Department meet to discuss this issue and look for a resolution.
OPPOSITION TO LIGHTING AT SOCCER COMPLEX
Diane Siminski, 44 Parkside Drive, represented the Southgate Homeowner's Association and presented a petition signed by residents of streets neighboring the soccer field. The petition expressed their opposition to the installation of temporary or permanent lighting on the playing fields. The soccer complex was already disruptive to the neighborhood during the daylight hours and they did not want to have their evenings also disrupted by lights, noise and traffic. Mrs. Siminski understood that the Empire Games would be held at the soccer complex and the residents were concerned.
Councilman Graber questioned if there was any temporary lighting in place at the soccer complex.
Councilman Osmanski responded that temporary lighting was installed for the Halloween hayride for safety purposes and it was left up longer than it should have been. After that there was some high school games that ran late and the lights were turned on so the people could get to their cars safely. Councilman Osmanski stated that the temporary lights were not supposed to be on and the soccer association was told that there was not supposed to be any lighting at the soccer complex.
DUMPING ON HILBERT STREET
Bill Handley, 139 Maryon Drive, stated that Hilbert Street, a dead end street located behind his home, had become a dumping place for contractors and landscapers, and on June 23rd someone drove back on Hilbert Street to dump some debris (tires, steel fence posts, etc.). On June 24th the vehicle was still there, so Mr. Handley called Councilman Osmanski to report the problem. Councilman Osmanski contacted the appropriate departments and Mr. Handley expressed his thanks to Chief Gehen, Highway Supt. Pat Finnegan and Councilman Osmanski for their assistance.

Covington Drive as part-time lifeguards effective June 1, 2003 and appoint the following part-time seasonal employees effective June 1 - September 16, 2003:

GRANT FOR SIDEWALK REPLACEMENT AT VETERAN'S MEMORIAL
