Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance led by Den Leader Mike Smythe, Asst. Den Leader Kurt Klostermann, Justin Wheeler, John Wecienga, Niko Piekarski, Cole Klostermann, Thomas Keenen and Joshua Smythe of Cub Pack 8113.

Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.

The meeting was dedicated to the memory of Marjorie Obersheimer, Donna Fagan, Amanda Morgan, Dorothy Frankiewicz and William Cuddihy.


16-A   MINUTES TO BE APPROVED

  • Motion by Councilman Graber, seconded by Supervisor Clark, to approve Minutes #2001-15 of October 22, 2001.

  • Motion by Councilman Osmanski, seconded by Supervisor Clark, to approve minutes from the November 5, 2001 bid opening for the upgrade and replacement of computer equipment in the Police Department.

    1.   Town Attorney re Public hearing for creation of electric lighting district in Wolins Woods Subdivision

    Motion by Councilman Osmanski, seconded by Councilman Graber, to schedule a public hearing for November 26, 2001 at 7:30 P.M. to consider a petition for creation of a lighting district in Wolins Woods Subdivision to be known as Electric Lighting District #59.

    2.   Deputy Town Attorney re Public hearing for amendment to Traffic Ordinance

    Motion by Councilman Osmanski, seconded by Councilman Graber, to schedule a public hearing for November 26, 2001 at 7:30 P.M. to consider amendments to the Traffic Ordinance to include the following: 1) Posting of "No Parking" on the east side of Aurora Avenue from Arcade Street south to the dead end; 2) Posting of "No Parking" in the cul-de-sac on Park Lane and removal of the "No Parking" restriction on the south, east and west side of Park Lane.

    3.    Town Engineer re Burchfield Park Improvement Project, final acceptance

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to accept the Burchfield Park Improvement Project, Job No. B-9908, completed by Visone Construction Inc., 66 Sheldon Avenue, Depew, NY 14043 at a final contract amount of $984,477.15.

    Supervisor Clark abstained from voting on this item because Visone Construction was a client of an accounting firm that he had a financial interest in.

    4.   Highway Supt. re Purchases requiring Town Board approval

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of the following vouchers for the Highway Department:

    R.B. U'Ren (rental of aerial lift at Ice Rink)   $2750.00
    Hy-Grade Distributors, Inc. (janitorial supplies)   $1752.37

    5.   Chief Gehen re Bid award for upgrade and replacement of computer equipment

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to award the upgrade and replacement of computer equipment in the Police Department to Great Lakes Electronics Distributing, Inc. at their low bid price of $18,450.

    6.   Chief Gehen re Pay rate adjustment for Melissa Hender

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to adjust the pay rate for part-time Senior Clerk Melissa Hender to $9.50 per hour effective October 23, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    7.   Chief Gehen re Attendance of Detective Fiscus at Fire/Arson Investigation seminar

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize Detective Robert Fiscus to attend courses in Fire/Arson Investigation to be held at the New York State Academy of Fire Science, Montour Falls, NY, November 7 - 9, 2001 at a cost not to exceed $285.

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize payment of $4464 to Signature Printing Inc. for recreation brochures.

    12.   Senior Citizens Supervisor re Budgetary transfer request

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to approve a budget transfer of $750 from Gasoline Account #01.7620.0416 to Equipment Repairs & Maintenance Account #01.7620.0443 for the Senior Citizens Center.

    PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS

    DRAINAGE WORK AT TONY ROME'S

    Councilman Hicks understood that Mr. Sorrentino of Tony Rome's had received approval from New York State with regard to the drainage plan for the restaurant. He suggested that Building Inspector Bill Czuprynski be vigilant at making sure the work was done as quickly as possible.

    Mr. Czuprynski advised that if the work were not started within a week, he would begin fining Mr. Sorrentino daily.

    CREATION OF PART-TIME PUBLIC SAFETY DISPATCHER POSITIONS

    Motion by Supervisor Clark, seconded by Councilman Osmanski, to create three part-time Public Safety Dispatcher positions in the Town of West Seneca and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    APPOINTMENT OF JOSEPH GULLO AS PART-TIME PUBLIC SAFETY DISPATCHER

    Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to appoint Joseph Gullo as part-time Public Safety Dispatcher at a rate of $8.95 per hour effective November 13, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

    WORLD WAR II MONUMENT IN PLACE

    Deputy Highway Supt. Ed Kowalewski thanked the Town Board members and Town Clerk Patricia Wisniewski for their assistance with the WWII monument that was now in place.

    Supervisor Clark thanked Mr. Kowalewski for his work on the monument, which was above and beyond his duties. The new monument at Clinton Street and Union Road listed the names of individuals who lived in West Seneca and died while serving their country in WWII.
