The meeting was called to order at 7:30 P.M. by Supervisor Paul T. Clark with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Francis C. Duffey Sr. and Marie Jarczyk.

10-B COMMUNICATIONS
1. Supervisor Clark re Reappointment of Edward Hummel as Sole Assessor
Motion by Councilman Graber, seconded by Councilman Wroblewski, to reappoint Edward J. Hummel to a six-year term as Sole Assessor effective October 1, 2001 through September 30, 2007 in accordance with Section 310 of the New York State Real Property Tax Law and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
On the question, Supervisor Clark commented that Mr. Hummel does an excellent job and goes above and beyond the technical facets of his job, especially in making sure the Star Program is well covered in town. He is a very service oriented individual and an experienced assessor who was with the town for many years.
2. Town Engineer re Appointment of P. Renkas Jr. & W. Morrissey as part-time seasonal laborers
Motion by Councilman Wroblewski, seconded by Councilman Graber, to appoint Peter Renkas, Jr. and William Morrissey as part-time seasonal laborers in the Sewer Service Department effective June 18 - October 19, 2001 at a rate of $6.75 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

3. Highway Supt. re Title change for R. Mango, J. Langdon & T. Sullivan
Motion by Councilman Graber, seconded by Supervisor Clark, to make the following changes in Highway Department personnel effective June 25, 2001:

4. Highway Supt. re Purchases requiring Town Board approval
Motion by Councilman Hicks, seconded by Councilman Wroblewski, to authorize payment of the following vouchers for the Highway Department:
Superior Pallets (200 cubic yards of safety surface material) $3390.00
Hy-Grade Distributors, Inc. (janitorial supplies) $2362.01
Judnick Construction, Inc. (replacement of sidewalk at Senior Citizens Center) $4200.00
Halsey-Reid Equipment, Inc. (forklift truck) $9500.00

Supervisor Clark abstained from voting on this motion because one of the vendors was a client of an accounting firm that he had a financial interest in.
5. Chief Gehen re Purchase of new computer for Juvenile Office
Motion by Councilman Wroblewski, seconded by Supervisor Clark, to authorize the purchase of a new computer for the Juvenile Office from Dualex Office Products, Inc., 2531 Union Road, Cheektowaga, NY 14227 at a total cost of $2527.00, noting that this purchase will be reimbursed through a JAIBG grant.
On the question, Supervisor Clark stated that although the bidding process was not mandated on a purchase of this amount, they had checked prices and Dualex's prices were good and their equipment was standardized with most of the town's personal computers that had been purchased over the past few years.

6. Recreation Director re Change of starting date for Anne Renkas
Motion by Councilman Wroblewski, seconded by Councilman Hicks, to change the starting date for Anne Renkas from June 13, 2001 to April 23, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel, noting that this change was to cover hours worked with the Youth on Youth Soccer Program.

7. Recreation Director re Appointment of Linda Zak as part-time seasonal bus driver
Motion by Councilman Wroblewski, seconded by Supervisor Clark, to appoint Linda Zak as part-time seasonal Bus Driver, Step 1, at a rate of $6.45 per hour effective July 2 - September 16, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

8. Recreation Director re Appointment of Kathleen Pacella as part-time clerk typist
Motion by Councilman Wroblewski, seconded by Supervisor Clark, to appoint Kathleen Pacella as part-time seasonal Clerk Typist to work in the Burchfield Nature & Art Center effective May 30 - September 16, 2001 at a rate of $6.90 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

9. Recreation Director re Appointment of R. Delecki & C. English as part-time Recreation Attendants
Motion by Councilman Wroblewski, seconded by Councilman Graber, to appoint the following individuals to work part-time in the Youth on Youth Soccer Program effective April 2 - October 31, 2001:
Recreation Attendant, Step 1 @ $5.45 per hour

10. Youth Director re Expansion of phone system
Motion by Councilman Graber, seconded by Supervisor Clark, to authorize the installation of a new port phone system at the Youth Bureau through the services of Expanet at a cost not to exceed $4000.
On the question, Councilman Graber stated that the Youth Bureau was in need of additional phone lines and this system was expandable to 16 additional lines. He further noted that this would likely be the final expansion needed in that department.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
LEASE FOR PHOTOCOPIER IN TOWN ATTORNEY'S OFFICE
Motion by Councilman Wroblewski, seconded by Supervisor Clark, to authorize the Supervisor to execute a 42-month lease with Duplicating Consultants, 315 Creekside Drive, Amherst, NY 14228 at a cost of $115 per month for a photocopier in the Town Attorney's office, noting that three (3) bids were received and Duplicating Consultants was the lowest bid for this equipment.

CORRECTION OF PAY RATE FOR MICHAEL FARRELL, JR.
Motion by Councilman Hicks, seconded by Councilman Graber, to correct the pay rate from the May 14, 2001 Town Board Minutes for Michael Farrell, Jr. from $6.50 to $5.15 per hour and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

WEST SENECA LIBRARY HANDICAPPED ACCESSIBLE
Councilman Hicks announced that because of his efforts, along with that of Town Engineer George Montz and County Legislator John Greenan, the West Seneca Library was now fully handicapped accessible.
LEAVE OF ABSENCE FOR WILLIAM ZAWIERUSZYNSKI
Motion by Councilman Graber, seconded by Supervisor Clark, to grant a leave of absence to William Zawieruszynski from his position in the Highway Department effective July 2 - 16, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.

APPOINTMENT OF C. LANGDON & D. WLODARCZYK AS PT SEASONAL LABORERS
Motion by Councilman Graber, seconded by Supervisor Clark, to terminate Carrie Langdon as part-time Recreation Leader and appoint her as part-time seasonal laborer in the Buildings & Grounds Department at a rate of $6.50 per hour effective June 25, 2001; and further, appoint David Wlodarczyk, 607 Seneca Creek Road as part-time seasonal laborer in the Highway Department at a rate of $6.65 per hour effective June 22, 2001 and authorize the Supervisor to complete and sign the necessary forms for Erie County Personnel.
