Supervisor Paul T. Clark called the meeting to order at 7:30 P.M. with 30 seconds of silent prayer followed by the Pledge of Allegiance.

Supervisor Clark read the Fire Prevention Code instructing the public where to exit in case of a fire or an emergency.
The meeting was dedicated to the memory of Anastasia Bebak, Patricia M. McCrea and Stan Forestal.
Chief Gehen commended Barbara Braun, a five-year old girl who dialed 9-1-1 on May 31, 2002 when her babysitter went into a diabetic coma. He presented Barbara with a plaque and other gifts in acknowledgement of her actions. Chief Gehen also recognized Public Safety Dispatcher Jim Kavanaugh; Officer Bob Caruana; Fred Pordum, Mike Kluck, and Jim Kowalski of Reserve Fire Company; and Scott Karazewski and Steve DeBruyne of Rural/Metro Ambulance Service, for the manner in which they handled the emergency. PBA President Bob Andolina and Officer Caruana also made a presentation to Barbara on behalf of all West Seneca police officers in recognition of her efforts.

1. Supervisor Clark re Grant application for Charles E. Burchfield Nature & Art Center beautification
Motion by Councilman Osmanski, seconded by Supervisor Clark, to authorize Paul T. Clark, Supervisor of the Town of West Seneca, to apply to the Empire State Development Corporation for $25,000 in grant funds under the Main Street New York Downtown Development Initiative to fund various landscaping, signage, lighting, and outdoor furniture for the Seneca Street/Union Road Corridor Revitalization Project with the town's match of in-kind goods and services.
On the question, Supervisor Clark stated that Empire State Development Corporation and New York State recently proposed and offered these funds, and the town would be applying for a town center project that was in the process of being studied. The funds would be used for installation of basic public improvements and implementation of land use controls in order to regulate development and redevelopment in that area.

3. Town Engineer re Seneca Street/Hilldale Avenue/Soccer Complex traffic signal, final acceptance
Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to approve final change order #1 for Omer Construction Co., Inc., 621 Aero Drive, Buffalo, NY 14225 for a net addition of $1098.02 and accept the Seneca Street/Hilldale Avenue/Soccer Complex traffic signal project at a final contract amount of $94,524.02.

4. Town Engineer re Bid award for Sanitary Sewer Rehabilitation Project
Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to award the 2002 Sanitary Sewer Rehabilitation Project, Job No. S-0201, to United Survey Inc., 25145 Broadway Avenue, Cleveland, OH 44146 at their low unit item contract amount of $324,970 and authorize the Supervisor to execute the contract documents.
On the question, Town Engineer George Montz advised that this project included lining approximately 5000 feet of sanitary sewer, sealing manholes in adjacent areas, and grouting the laterals. Marlin Drive and Cranwood Drive were scheduled for this year.

6. Town Engineer re Proposals for replacement pump and motor at Plant 6
Motion by Councilman Osmanski, seconded by Supervisor Clark, to approve the proposal from Fluid Kinetics Inc., P.O. Box 655, Orchard Park, NY 14127 in the amount of $21,600 for furnishing and delivering a replacement pump and motor at Plant 6, noting that plumbing and electrical labor to install the pump and motor would be handled under separate proposals at a later date.

PRESENTATION OF COMMUNICATIONS BY BOARD MEMBERS AND DEPARTMENT HEADS
DRAINAGE SITUATION AT TONY ROME'S
Councilman Hicks thanked Building Inspector Bill Czuprynski for following up on the drainage situation at Tony Rome's. He understood that the drainage work was being done and was happy that the problem would finally be resolved.
MALFUNCTIONING TRAFFIC SIGNAL AT SOUTHGATE PLAZA
Councilman Graber requested that Highway Supt. Pat Finnegan check the traffic signal at the Seneca Street exit of Southgate Plaza. He did not believe that the loop was operating correctly.
PLACEMENT OF ADVERTISING SIGNS
Councilman Osmanski commented on the signs advertising church lawn fetes and organizational events that were placed at various exits throughout the town. Building Inspector Bill Czuprynski was very deliberate at not allowing political signs to be placed in these locations, and Councilman Osmanski asked that he be a little more aggressive with other organizations who put up their signs and then were not timely in taking them down.
Supervisor Clark stated that he had personally removed a number of private advertising signs, and although he had no problem with a local non-profit organization advertising their event, he did not want to see signs for out-of-town events and others that were meant to be a permanent part of the landscape. Supervisor Clark noted that the town employed Iroquois Industries from the DDSO to police outdated garage sale signs, etc., and he thought the town was looking better in recent years.
VANDALISM AT HARLEM ROAD PARK
Councilman Osmanski stated that he had received a letter from a resident regarding vandalism to the benches and broken trees at Harlem Road Park. He suggested that Buildings & Grounds Crew Chief Steve Amoia and Mike Kerl of the Engineering Department inventory the situation and report back to the Town Board.
APPRAISAL FOR PROPERTY LOCATED BEHIND ALLENDALE SCHOOL
Motion by Councilman Osmanski, seconded by Councilman Wroblewski, to authorize the Town Attorney's Office to obtain an appraisal on three parcels of land located behind the Allendale School between the school and the creek at a cost not to exceed $2000.
